Incentives matter. A kid from a middle class family sees a realistic expectation that education will pay off in higher wages for decades.
A kid raised in poverty, who knows his parents can't pay for college, and who rightly or wrongly thinks the system is rigged against "his kind" looks at the effort required to succeed in school and says - "what is the point, I will just end up flipping burgers anyway."
You could say "it is the parents job to persuade the kid that education will pay off". But that is a lot easier sell for middle class parents.
There are a multitude of factors. But cutting school spending is not the answer in my opinion. But I am not an expert in education.
