Yes, we're likely to be importing terrorism when taking in the many vulnerable people who are trying to escape death, treachery, and barbaric acts. There is a significant risk with that move.
However, I try and empathize by asking this question. If I had a son or daughter in Libya, Syria, and other failed states. Would I risk harm in potentially bringing in a terrorist to save a child?
As one who cares about mankind, my answer is yes. If that makes me in the minority, then so be it. I'd hope that our US intelligence will find a way to obstruct and destroy those wishing to do harm.
Ideally, we'd want to prevent failed states, so those people can stay in those countries. However, that takes a significant commitment from the US and world leaders that's simply not there.
