And by that I mean what did he actually say not what you chose to read into his words.

No he simply pointed out that the American judicial system quite often under punishes the most violent offenders. This man tried to randomly kill as many Americans as he possibly could. At the very least he should never see the light of day again. IMO if you are going to completely remove someone from society forever it is much simpler to just end their life.
