1 rural, 2 suburban and now teaches in KCMO.
Combine the test scores from all the White Catholic school kids, all the charter school kids, and all the public school kids and I bet low in behold you have a district with average test scores.
Of course pull all the well groomed white kid scores out, take all the smart black kids and move them into charter schools, and you are left with what?
The poor, underperforming, kids that are left. Add to that a higher than normal population of special needs kids (which catholic and charter schools don't take) and the problem kids they kick out, and you have a perfect storm for poor results.
The teachers are also not well supplied in KCMO. That is a product of budgets and high turnover of staff.
