This is purely political aiming at getting support with a bill that will certainly enjoy popular support. The problem is how do you compel a foreign government to make a payment. Do you start a war over it?

If the situation was turned around, would you expect the US to pay damages for our actions in Iraq or Syria or Afghanistan?
