because Congressmen Democrats overwhelmingly support the bill. Even Bernie Sanders supports it. As for the rationale for not signing the bill, it violates international law that immunizes foreign governments from prosecution. If the Saudis were responsible for 9/11, then declare war or enact economic sanctions against them. The only problem with that is the 9/11 Commission couldn't find proof that any top level executives in Saudi Arabia was responsible. They could only speculate that some low level officials could have been involved.
