issue with very young kids drinking or smoking. 50 years ago if a neighbor saw a 13 year old smoking or drinking the neighbor could intervene and the parents would support that intervention and there would be consequences for the child.

now days nobody gets involved and if they did the parents would probably sue the neighbor. that's assuming there are parents around to begin with.

society has left it up to the state to solve that problem. but really they are a poor method for solving that problem.
