stop all murders. but as you are well aware marijuana and alcohol have a profoundly negative effect on developing brains. brains develop on average to about age 25. but anyway. i personally think it should be 18 for both unless accompanied by a parent. the problem is you'd have dip**** parents who would let their 12 year olds get **** faced.
