Personally I worked with rural communities - Noel, MO for one. Funny that about everyone came pouring into that meeting calling for Tourism promotion. Using a few tools including a Sweeeet Prioritization Matrix, we collectively determined that while Tourism may be the future, their greatest need was instrastructure, so we set about getting grants and CDBG moneys to assist. Nice role for the feds there. Paris, MO OTOH went for Historic Preservation to drive some tourism.
