Tim Fuller and the Georgia booster were involved in recruiting Gant (together watching a private workout) prior to his committment to Mizzou. That in itself is a violation of NCAA rules and enough to be considered providing a "tactical advantage."
From the NCAA report:
On or about October 1, 2012, representative 1 accompanied the then associate head men's basketball coach to evaluate prospect 1 during a private workout at prospect 1's high school in Augusta, Georgia.
Boosters cannot be involved in recruiting - doing it in the company of an assistant coach says all you need to know about Fuller. And his direct supervisor.
