Perhaps if Slyville had been held on some of those charges and had been sitting his ass in jail, he wouldn't have been out roaming the streets with a stolen firearm.

But charges get dismissed....witnesses refuse to testify due to intimidation....it's easy to deal away a few charges in an over-crowded court system in exchange for a lessor guilty plea.

But it doesn't work.

A dead scumbag is the result.

rinse and repeat.
