he can play a role in the enforcement of the laws... if there are allegations of violations of those laws are they investigated, or do they turn a blind eye to them as was done in Pennsylvania which led to Gosnell's House of Horrors.

The turn a blind eye technique is also what allowed Planned Parenthood & other abortuaries to skate despite being caught numerous times in helping to cover up human trafficking, incest & sexual abuse of minors. http://www.childpredators.com/
