There's no way compliance can do that. They can instruct coaches, athletes and boosters as to what's legal. They can approve plans for summer jobs. But there's no way they can run around and make sure those jobs are actually being done and that no benefits are being provided that hadn't been approved.
A big issue here is an athlete, Gant I believe, wrote on his review form that he basically did nothing and got paid for it. That's what got the ball rolling. This stuff happens at every college. But the athletes have to be smart enough not to publicize it.
