Did compliance do its job in vetting and approving the internship? I think Foley is saying "yes".
Did compliance do its job in following up on additional benefits associated with the internship? (i.e. the cash for transportation and spending money, maybe the ipads?). I think Foley is implying that those benefits were not disclosed, or perhaps even hid - until a player talked (Gant, likely, in subsequent interviews).
