The compliance staff had to rely on whatever information the booster and/or coaching staff provided regarding the internship program. They can ask, perhaps should have asked, for additional information, but the bottom line is that the booster has to provide accurate information for them to determine whether the program complied with the NCAA rules or not.
If the booster said, "They won't do anything, but I'll pay them for being here," and the compliance department said that was OK, then they dropped the ball.
I doubt that happened, though. I don't know what information was provided. I do know that the NCAA report mentions that certain pieces of information were withheld by the booster.
