"When a community owns something, it serves the community."

Not necessarily... unless it's a true democracy where everyone votes on every decision. Otherwise you end up with "leaders" or people who make those decisions. Over time those people tend to try and aggregate more and more power & control.

The bigger the society the more "leaders" are needed.
