The law requires an asylum application within 1 year of entering the country.

The law requires an initial hearing within 45 days of the asylum application and final determination within 180 days, in the absence of exceptional circumstances.

Who determines whether there are exceptional circumstances?

They are here legally unless and until their application is denied.
