in the country illegally. I was asking what more legal immigration means to him. If by wanting to be a citizen and they go through a vetting process and all other steps to eventually become a citizen, then of course they can do and say what they want.

If talking about being in the country for work or school or other temporary reasons, does legal mean carefully vetting and requiring certain behaviors that if violated would cause their expulsion.
