They have simply replaced their brick and mortar plantations with economic ones.

With African Americans they did it by destroying the families and then replacing them with government handouts.

With Latin Americans they have encouraged illegal immigration so the workers are forced to live in a shadow world where they have no choice but to accept below market wages paid under the table which keeps them in a constant state of limbo.
