The bottom line is that his effort to sweep it all under the carpet is creating a huge political headache for him and a huge rift in his base of supporters, including in congress. He can't really afford that. He doesn't have an overwhelming margin in his favor in congress or the senate really.
More to the point in regards to your question... You make a valid point regarding a possible analogy. From my standpoint it doesn't hold water. You are speculating that they might be lying to protect the guilty as a means of preventing a greater evil. That is a variation of the communist idea that the ends justify the means. Either way it is morally unacceptable under Catholic doctrine.
But even if one were to accept that moral equivocation, do you really think that the American public would be in favor of a president unilaterally taking it upon himself to decide that he can and will lie to the American public, and indeed the world, to cover up evil deeds if he thinks that it would on balance be good for the country... all behind closed doors, intentionally hid from the public and his supportors... especially after he campaigned largely on the promise of "draining the swamp"?
