company that specializes in cloud seeding was doing its thing in that area 2 days before the flood.

I have no idea if that is true or not or even if true if it caused this rather crazy rain event, but I've also learned not to necessarily discount things that seem crazy like I used to because a lot of those "conspiracy theories" turn out to be true.
