the guy was pretty adamant that it was the reason. I didn't argue with them, i just tee'd off...wasn't worth the effort of disagreeing with him.

Seems like they were given a warning, perhaps it fell on deaf ears, perhaps they didn't believe it because we get so many warnings. We probably will never know what happened because all of the answers died when the Camp Mystic director guy was caught up in the flood and died.
