well, you got a few right on your list: "unpreventable events", "lack of preparation". There isn't an adult in the country that should be caught by a flash flood when they are custodians of children. Everyone has adequate communication called a cell phone, which annoyingly makes loud noises every time there is a weather threat. Poor decision making is the fault of the camp directors, not politicians.
