because a New Hope cop dropped the ball.

After the first guy and his wife were shot they sent cops to do wellness checks on other politicians in the area. The cop pulls up to what appears to be a police car sitting with its lights on. When they try to interact with the person in the car he just ignores them and stares straight ahead. No obvious red flags there. Instead of finding out what is going on they just leave him there. He then goes to the another house and kills the senator and her husband.
How did the cop not realize that the SUV was not from any local agencies? Are there any legit agencies they have license plates that just say POLICE?
