I don't think you automatically lock out certain cultures

You have a proper vetting process for people to go through, like many Asian countries, and you stick with it. Require people to apply with their intentions and field they want to contribute to. Then you let them in and give them a chance to contribute to the country in a positive way. If they don't, they're out.
If Laqueefa Olajuwon has aspirations to live in the US as a cancer doctor, and the brains/motivation to do so while respecting our culture, I'm all for it.
If Shareef Harif Abdul Jabbar has aspirations of engineering while living the good life in a free country and being a good citizen, I'm all for it.
