The states are inviting them in as well, and spending money to keep them there. Many times using federal money to help.
If I recall, the Biden administration gave the states federal money to "help" them.
That "help" attracts them there.
In other words, the states are colluding with the Feds (or you could say the feds are bribing the states).
you are trying to make this a simple thing, when it is not. Welfare is pervasive across State and Federal governments and intertwined.
We had some hope of the DOGE team helping to untangle that, and it failed, and not Congress is failing to even act on what DOGE found.
