It was created by government, both state and federal.

Ultimately, it should be a state issue, not a federal issue.

If the states wish to spend the money and it is allowed within their constitution, let them have it. My preference would to end all welfare.

But instead we just get government stacked on top of government.

In one term state's rights is important to one party. In the next term it reverses itself.
