Some people are simply not capable of the general standard of living in a first world country. It doesn't matter how much government hands them or how good a situation they are dropped in.
Meaning being self sufficient, not blaming everyone elsle for your failures, holding down a job, being a law abiding citizen, speaking the native language, respecting the culture, maintaining property, being respectful of fellow citizens, and leaving things in better shape than you inherited them.
