The NFL has a free minor leagues in college football.

The only chance a UFL of sorts could happen would be if the NFL was crazy enough to begin a European soccer model of relegation and promoted the winner of the “UFL” in the place of the last place NFL team then gave the 1st pick to the winning UFL team.
