I don't see this as an issue requiring it being much of a priority. Further - define "proficient in English". Seems to me a truck driver needs to safely operate a truck, read road signs and bills of lading. Did this alleged "Trump Requirement" stem from this accident in Texas? The accident seems more a consequence of the driver not sleeping enough and (perhaps) taking too much anti-depressants. Not much to do with English proficiency there.
