I don't know the grand plan, but my guess is its to leverage

the fact that the US is the biggest consumer market for most countries.

the consumer has the leverage unless it's a monopoly. and I realize that for some things certain countries, mainly China, essentially have monopolies b/c it would take time to build the necessary manufacturing capacity.

But certain industries are national security matters. we need to be able to build airplanes, and microchips, etc in the US and its imperative imo that we re-shore these types of industries.
