which is pretty rare, then it's definitely worth it. but you have to be thinking those guys are probably 1 year guys. even if they stay for 2, they're going ot be incredibly expensive.
if they can come in and maybe not start but contribute significant minutes as a 6th or 7th man, then it's probably worth it. they'll probably still cost a lot but there's a production vs cost evaluation that needs to be made. they're probably more likely to stay for year 2 and beyond.
if a guy is an athletic freak but a project and you have roster space to spare, and you can get him for next to nothing, then that's probably worth it. but if they don't pan out quick you'd need to be ready to cut them loose.
recruiting a freshman and expecting them to develop into something over the course of 4 years, working their way into a starting rotation as a junior or senior, is probably a recipe for failure.
