This veneer thing you speak of is an offshoot of the teaching that the Holy Spirit is "the great restrainer" a la 2 Thessalonians 2. I'm not sure if I believe that because history has evidenced that literally every civilization on earth and in history has engaged in systematic plunder and slaughter of innocents. I challenge you to find one that hasn't.
