is that since immigration was not specifically listed as a power of the federal government that would mean that it is not a power that the Founding Fathers intended for the federal government.

But since they defined citizenship from virtually the beginning it seems to me that they did indeed envision citizenship as within the purview of the federal government, and immigration seems to me to be inextricably intertwined with immigration.
