foresight about. With most issues they did a very good job of looking forward, identifying issues that were likely to occur and creating a system flexible enough to address those issues.

I don't think they foresaw a time when our country had fully expanded and no longer needed a constant flow of immigrants to meet the needs of the country. They realized that naturalization would be important but assumed that all immigrants would eventually become citizens who were looking to assimilate and become Americans. So they did not see a need to separate the controls over immigration from those of naturalization.
