You think the entire supply chain simply stands pat and 100% of tariffs is passed to the consumer on all tariffs?

The idea of posing a tariff is to pressure the source nation who may be subsidizing an industry, using child or slave-like labor, polluting horrendously, doing other things relating to foreign policy, borders, currency.

anyone who thinks this is 1:1 tit for tat about tariffs alone is, imo, grossly mistaken. It's a tool being used as a lever against all kinds of issues.
