If a tariff is in place for a good, that good sits on the dock until the importer pays the tariff and customs releases it.

A lack of customs personnel isn't going to reduce any tariffs at all. It will only slow the flow of goods into the marketplace if they can't collect the tariff and release the goods in a timely manner.

Did I misunderstand something?
