Some possible reasons the playing field may not be level:
If tariffs on the US goods are higher than goods imported into the US that would give a competitive advantage to other countries.
Ditto if other countries subsidize their manufacturers.
Lower governmental red tape in one country than another
Lower tax rates
Different environmental standards/costs in one country relative to their trading partners
Different monetary factors... eg. countries manipulating their currencies down, or other currencies up to give their manufacturers a competitive edge.
Relative access to minerals & other natural resources & the expenses involved in using them
Working age population and demographics... eg. skewed population towards the aged
Effective educational systems, work ethic, moral standards
How corrupt/effective are the political, legal, education systems relatively speaking?
