meaningful. 15 yards and loss of down.

DPI can be used to break up a 50 yd scoring play, 15 yds hardly seems equitable. On the other hand OPI can be used to stop a huge turnover and the penalty is 15 yards and a do over. One penalty is, rightfully, game changing. The other is oops here try again.

Please explain why this message is being reported.
