Defensive pass interference is no longer a spot foul. Make it like college- 15 yard penalty and a first down

Defensive holding should be a 10 yard penalty but not an automatic first down.

Kicks on kickoffs that go out of bounds should not be placed at the 40 yard line. If punts out of bounds aren't penailzed, neither should kickoffs. If a kicker kicks it out of bounds, place it where it went out of bounds.

Please explain why this message is being reported.
