It gives him a bit of leverage in keeping the populace on his side while he plays hardball with our trading partners.
If he gets them to lower or eliminate tariffs to level the playing field, rather than having the US at a perpetual disadvantage, that is obviously a win for him/us.
If they refuse to do so and it reduces trade but moves more manufacturing back to the US that could improve government revenues both on a per import basis, but from the additional revenues from the new local factories & the increased income of the populace, no?
