Not in the Phoenix area, but in the desert With fairly similar climate.

Tons of really nice days from September through April without nearly as much of the roller coaster. Can actually plan outdoor activities with a high degree of certainty that the weather is going to be at least decent.

And in the summer, just do a lot of things outside in the morning and evening on those days it goes over 110.
