The rich don't have a salary so they don't pay payroll taxes, only the middle class pays payroll tax. Get rid of it and their take home goes up and covers the national sales tax.
What it does is move those tariffs from the port to the cash register - and allows the consumer to make the choice on the cost of those good rather than the importer and wholesaler.
