I think the vast majority of the people believe that, but when the current tariffs are very uneven and tilted against the United States, just talking about them is almost never going to get the countries with unfair tariffs on US goods and services to drop or eliminate them, don't you agree?

Effective negotiations almost always involve at least the threat of taking steps that are in your power to change the dynamic... to effect a benefit on the party you want to take action that they really don't want to take, or to exact a cost on them for not acting.

Or so it seems to me.
