Would it be possible that he could have been granted such authority by the president, or a duly authorized person who could do so?
Congress can authorize money, but the administrative branch carries out the functioning of those departments that are under their authority, no? Hence, the authority to hire and fire people, to execute or to cancel contracts, no?
The person in charge can also delegate (authorize) others to do the actual hiring or firing, or the execution of contracts, no?
