1) Name a tearjerker problem that needs to be solved in a third world shyt hole. Case in point, Clinton Fraudation was going to end HIV/AIDS in Africa.

2) Identify US tax dollars as the only solution.

3) Get congress to establish a huge fund for such dollars.

4) Give grants to NGOs and Fraudations that siphon off 90% of the money.

5) Idiot libs feel good about themselves knowing their tax dollars made a difference until their insecurities arise again and make the feel like shyt.
