Carpet vs LVP for rental property

Ok, Shack, need your advice.
I have a town home that is between tenants and carpet needs to be replaced. The last tenant (who was there 7 year) left it in poor repair, but it was 15 (downstairs) to 20 years (upstairs) old, and probably needed to be replaced.
According to HUD, carpet life is expected to be 5-7 years, so I could not get any deposit back for their damage.
I have two options for replacement.
Carpet - ~$8k (both quotes about the same)
LVP - first ~$11K (just one quote so far).
I am working to find out what HUD might say for life span.
