I thought the NIL collectives were private. Are they technically private but in reality the AD or coach can make a phone call and get the money spent on whatever they want?

The reason I ask is because Gates said the reason he didn't want the fans to rush the court was because he wanted to spend the NIL money on players not fines. That makes perfect sense but I wasn't aware it worked like that.

Please explain why this message is being reported.
