1. Find the waste - Might be bigger than I think, but still will not get huge
2. Look at the 3 biggest items - Social security, Medicare, defense.
Even Trump said defense should go to 400 billion. that would be a great start and would take it.
Unwind Social security and Medicare, and send it back to the states to deal with. Anyone from Gen X on should have been planning on life without it anyways.
3. Target departments for elimination. Can go one of a few ways. Just eliminate them, or let them move to a fee for service model. As they move to a fee for service model, put them on a path towards privatization, or let states pick up the slack.
Off the top of my head, the easiest departments to get rid of are education, interior, transportation, energy. I am sure there are others if I looked at a chart.
The way I would do it is once you get a surplus, you then go with something like half the surplus can to towards debt reduction, and half towards tax cuts.
Will it take many years to get there, yes. But you cannot finish the journey without starting it.
