There are no "labor laws" or "antitrust regulations".
In a free market, universities have the freedom to form an entity called the "NCAA" where they collectively set rules for membership and eligibility.
And if a school wants to be an NCAA member (to compete against other NCAA members), it would have to abide by the rules (so that there's a fair and level playing field for all members). The same would be true for joining an athletic conference. It would be entirely voluntary.
Schools can join, not join, opt out, etc.
The same is true for players. No one is forcing them to play for an NCAA member. It's their choice, and it always has been. If they don't like the NCAA's rules, they can quit at any time.
But for the US government, that's not good enough. The NCAA's rules must comply with its laws & regulations. And some would argue that's a good thing, but it's certainly NOT a free market system.
